Yes, cats can eat dog food. They are both mammals and have many similarities when it comes to digestion. However, they also have some differences in their digestive system that make it necessary for them to eat different foods. 
So your cat occasionally eating dog food is completely fine. But dog food cannot fulfil all the nutritious need that a cat require and thus it is not good to give the cat only dog food for prolonged duration.
